The PARTNER framework

Seven steps, run in order, measured at every stage.

After a decade and 100+ community engagements, the work that actually moves census follows a repeatable pattern. This is the whole of it, including the parts most agencies keep in the pitch deck.

The framework

What each letter actually means.

Every step has a checklist behind it. These are the ones we work through, in this order, on every engagement.

REPEATS MONTHLY P Pinpoint ONCE A Attract R Refine T Track N Nurture E Engage R Re-engage
Pinpoint runs once during onboarding. The remaining six repeat every month, with re-engagement feeding cold leads back into the top of the funnel.
  1. 01

    Pinpoint your ideal audience

Use CRM data and search behaviour to identify who actually converts, rather than who you assume converts.

    • Use CRM data and analytics to identify your highest-converting demographics
    • Segment by geography, income, life stage, and search behaviour
    • Treat adult children and caregivers as buyers in their own right, not as a route to the resident
  2. 02

    Attract high-quality leads

Campaigns across Google, social, and programmatic, built for family decision-makers rather than for impressions.

    • Launch or refine campaigns across Google, social, and programmatic
    • Use emotionally resonant messaging written for family decision-makers
    • A/B test headlines, visuals, and calls to action continuously
  3. 03

    Refine messaging and content

Address the objection before it is raised. Emotion first, logic second, because that is the order the decision is made in.

    • Address common fears, questions, and objections directly in the copy
    • Build testimonial-driven video, blog, and email content that earns trust
    • Speak to emotion first and logic second
  4. 04

    Track campaign performance

Tie outcomes to move-ins, not to marketing-qualified leads. The dashboard is the same one your account team uses.

    • Monitor cost per lead, click-through rate, conversion rate, and move-in rate
    • Use real-time dashboards so decisions can be made in days rather than quarters
    • Tie marketing outcomes to move-ins, not to MQLs
  5. 05

    Nurture through automation

Sequences that behave differently for an early-stage inquiry than for a family who toured last week.

    • Build email and ad sequences for early, mid, and late-stage leads
    • Include genuinely useful resources: virtual tours, staff spotlights, downloadable guides
    • Trigger follow-ups on behaviour: opens, clicks, and page revisits
  6. 06

    Engage with personalised outreach

A response inside 15 to 30 minutes, from a person, referencing what they actually asked about.

    • Use CRM insight to personalise follow-up by name, inquiry type, and journey stage
    • Add real human touches: video emails, or a call from community staff
    • Respond within 15 to 30 minutes wherever possible
  7. 07

    Re-engage lost leads

The cheapest pipeline you have is the inquiries your team stopped calling. Most of them did not choose a competitor.

    • Identify cold leads by time lapse, inactivity, or dropped engagement
    • Run retargeting with urgency-driven offers or fresh testimonials
    • Build a reactivation flow around low-pressure value-adds

How an engagement runs

Onboarding once. Then a monthly loop.

The first two phases happen once. Everything after them repeats every month, which is what keeps the campaigns from going stale in quarter two.

  1. 01 Once

    Onboarding

    • Define resident and decision-maker personas from keyword research and demographic analytics
    • Stand up tracking: Google Analytics, call tracking, CRM integration, Search Console
    • Get access to existing ad accounts and platforms
  2. 02 Once

    Audience profiling

    • Keyword research for search, interest-based targeting for social
    • Identify high-intent queries such as "affordable senior living near me"
    • Use review and survey data to refine messaging and targeting
  3. 03

    Strategy session

    • Plan organic content that complements the paid campaigns
    • Align blog and video topics to SEO goals
    • Design automated email campaigns around testimonials and the questions people actually search
  4. 04

    Content planning

    • Build a 30-day calendar of posts, ads, and visuals
    • Plan video for OTT/CTV and YouTube around common questions and resident stories
    • Plan email follow-ups linking to the highest-value content
  5. 05

    Creative development

    • Capture testimonial video, virtual tours, and community life
    • Shoot for Google Business Profile and social as well as for ads
    • Produce vertical and horizontal cuts so nothing is cropped badly at run time
  6. 06

    Ad copy

    • Write to the platform: direct for search, emotional storytelling for video
    • Build variations for A/B testing
    • Surface top reviews and awards in the copy itself
  7. 07

    SEO and reputation

    • Optimise Google Business Profile and directory listings for local visibility
    • Respond to reviews promptly and put the good ones to work
    • Use reviews and testimonials as social proof in ads and landing pages
  8. 08

    Launch

    • Go live across search, social, programmatic display, OTT/CTV, and YouTube
    • Monitor daily against dashboards, CRM, and call tracking
    • Verify tracking is actually firing before anyone celebrates a number
  9. 09

    Analytics

    • Measure cost per click, cost per lead, click-through rate, and call volume
    • Optimise creative, targeting, and placement based on what the data shows
    • Read SEO and review sentiment alongside paid performance, not separately
  10. 10

    Sync call

    • Review booked tours, qualified leads, and platform performance together
    • Review organic rankings and review growth
    • Refine the email and phone follow-up based on what leads actually said
  11. 11

    Adjust and repeat

    • Test up to four new ad variations across platforms
    • Refresh creative and retargeting messaging based on the analytics
    • Plan the next month's content against current search trends

Operator FAQ

The questions we actually get asked.

01

What is the PARTNER framework?

PARTNER is Inertia's seven-step operating sequence for senior living growth: Pinpoint, Attract, Refine, Track, Nurture, Engage, and Re-Engage. It runs in order and is measured at every stage, and it was built from more than ten years and 100+ community engagements rather than assembled as an acronym after the fact.

02

Do we have to run all seven steps?

No, but the sequence matters more than the completeness. Attracting demand before you have pinpointed the audience wastes spend, and nurturing without tracking means you cannot tell which half worked. Most engagements start at Pinpoint and Track, because those two determine whether anything downstream can be measured.

03

How long does the framework take to run?

The first pass through Pinpoint, Attract, Refine and Track typically takes one quarter, which is why the initial period is 90 days. Nurture, Engage and Re-Engage compound over the following quarters, and their effect shows up in cost per move-in rather than cost per lead.
